Could you please clarify the RN Super Stock rule for 2009: It reads that "any" alky tractor with an aftermarket head to weigh #8000 and 19' drawbar. so does this mean that the "Unlimited" Supers or overhead cam engines can now run the Region with a decrease in drawbar height ?

I agree that the new rule says "any" however, the rule that states "no overhead cam" at Regional level was not deleted so, I would say that you cannot run a overhead cam.
